Member of the President’s Management Team, serve as the chief operating  and chief financial officer for the institution, including supervision of fiscal affairs, human resources, physical plant, campus police, purchasing and information technology.  Handle all legal matters related to personnel, open meeting and open records. 1998 to 1999              
Chief Executive Officer – Institutional Transition,
Rogers University, Tulsa, OK.

Responsible for the separation of Rogers University into the new institutions of OSU-Tulsa, Rogers University and the OU/OSU Graduate Center.  Development of asset allocation plans and policies related to the financial and operational segregation of the entities.  Responsible for the day-to-day operations of all university functions during the transition period.  Design and implementation of operational services for the new institutions, including human resources, fiscal affairs, information systems, physical plant and campus police.  Communication and facilitation of transition issues and process with the governing bodies.  Lecturer in University courses.

1996 to 1998

Responsible for the post-merger consolidation of all administrative functions as well as the analysis of operational effectiveness.  Development of cost analysis procedures for academic units to evaluate instructional costs of university programs.  Responsible for human resource and personnel functions as well as the supervision of college operations units including finance, purchasing, campus police, physical plant and data processing networks.  Financial statement preparation for the University as well as for KRSC-TV, the University’s public broadcasting station.  Development of the campus master plan for capital improvements and supervision of major capital improvement projects on campus.  Development and implementation of a central service function to provide support for a multi-campus environment.

Supervision of all academic functions as well as the analysis of curriculum effectiveness. Development of cost analysis procedures for academic units to evaluate instructional costs of college programs.  Development of distance learning curriculum utilizing telecommunications and microcomputers for course delivery.  Implementation of course development strategies and methodologies for computer-based, multi- media courses.  Coordination and implementation of the self study process for North Central Association accreditation. Design and completion of a campus-wide fiber optics network incorporating data, voice and video communications.  Supervision of operational units including finance, physical plant, personnel and data processing.  Financial statement preparation for the college and the college’s public broadcasting station.  Development of the campus master plan for capital improvements and supervision of major capital improvement projects on campus.

1984 to 1992

Development and implementation of a total institutional marketing effort to include student admissions, publications, market research and public broadcasting.  Development of a campus-wide computer network linking data bases in student registration, computerized degree plans, financial aid, student receivables, general ledger, academic history, alumni and electronic calendar manager.  Statutory responsibility for internal auditing and the development of computerized auditing programs. Preparation of financial statements and supervision of campus fiscal operations.

Auditing of college fiscal operations and the implementation of operations audits to ensure institutional cost effectiveness.  Design and implementation of computerized systems for accounts receivable, accounts payable, payroll, academic history, registration, financial aid and personnel.
