Dr. Allen is a Professor of Forensic Sciences and the Director of the Human Identity Testing Laboratory. He has served as the Director of the H.A. Chapman Institute of Medical Genetics and as the Scientific Director of the American Red Cross. He earned his Ph.D. in Cell Biology from Purdue University and completed postdoctoral work at the Scripps Clinic and Research Foundation. Dr. Allen is widely published and active in numerous professional scientific organizations. The focus of his research is variability in human DNA.

Dr. Glass serves is a Board-certified Oral and Maxillofacial Pathologist. Formerly, he served as Chief Forensic Odontologist for the State of Oklahoma and was named Professor Emeritus of Oral Pathology at the University of Oklahoma Health Sciences Center. He holds a D.D.S. degree from Emory University and a Ph.D. in Pathology from the University of Chicago. Dr. Glass is widely published, active in numerous professional scientific organizations, and featured regularly at scientific meetings as a speaker on forensics and transmission of disease, the areas in which he conducts research.

Jarrad R. Wagner, Ph.D.

Dr. Wagner teaches courses and mentors research students in the area of forensic toxicology. Dr. Wagner formerly served as a Chemist for the FBI Laboratory, where he worked on crime scene investigations involving hazardous materials. His prior law enforcement experience also includes his time as a Forensic Scientist in the Toxicology section of the Orange County (CA) Sheriff-Coroner’s office and his service as a Reserve Police Officer in the City of Irvine, CA. Dr. Wagner holds a Ph.D. in Environmental Toxicology from the University of California at Irvine. He has published several articles in scientific journals and has made presentations related to forensic science for professional institutes and trainings throughout the United States.

Jay Bullard is a Senior Research Assistant who is also a Specialist of Immunology. He has served as a Medical Technologist at Regional Medical Laboratories for St. John’s Medical Center and at Immuno-Diagnostics Laboratory, where he was also the Lab Manager. Mr. Bullard holds an M.S. in Biomedical Sciences from the OSU Center for Health Sciences and a B.S. in Environmental Management from the University of LaVerne (CA).

Penelope Carr facilitates program admissions and provides administrative and management support for the entire department. She responds to inquiries from prospective students, distributes program literature, receives application materials, manages departmental messages, directs correspondence, and maintains the application database. Before joining the department, she was Resident Program Coordinator for the Department of Surgery at the University of Oklahoma College of Medicine, Tulsa. She has also served as Director of Admissions at the Oregon College of Art and Craft, and for both the College of Optometry and the Graduate and Professional Programs at Pacific University. Ms. Carr holds a B.S. degree from the University of Oregon.

Cathy Newsome provides support for faculty and students, particularly for Web courses. She holds a Master of Arts from the Educational Technology Leadership Program at the George Washington University in Washington, D.C., and a Bachelor of Arts in English from the University of Central Oklahoma. Her background includes teaching at the secondary and college levels.

Jane Pritchard has certifications as a Medical Technologist and as a Certified Laboratory Specialist in Molecular Biology. Before joining the OSU staff, she served as the Operations Manager and the Human Identification Laboratory Supervisor at the H. A. Chapman Institute of Medical Genetics. She chaired the National Credentialing Agency’s committee that established the certification examination for molecular biology technologists. She is a past President of the Association of Genetic Technologists and currently serves on the Quality Management Standards and the Relationship Testing committees for the AABB. Ms. Pritchard received her B.S. in Medical Technology from the University of North Carolina.
